Horizon Technologies is a Global Leader in Innovative SIGINT Solutions

We are the world leader in airborne Satellite (SAT) phone monitoring systems for ISR applications, equipping governments worldwide by enhancing their SIGINT capabilities. Horizon Technologies is the OEM for the FlyingFish™ SIGINT system which is flying on more than 30 platforms worldwide. We participate daily in SAR missions via NATO and FRONTEX in the Mediterranean Sea, counter piracy operations off the coast of East Africa, and are heavily involved in international operations in the Levant and in many parts of Africa.

FlyingFish™ is a UK dual-use COTS product and subject to UK export control. Our 3rd Generation version of FlyingFish™ is now in full production and being delivered, with even more advanced capabilities, to our customers. These capabilities include AIS/GPS and the hosting of tactical mission software. In addition, we recently released our transformational Xtender product in 2017—a proven affordable solution turning small Unmanned Aerial Vehicles (UAVs) into powerful SIGINT platforms.

Horizon Technologies is a UK small business with our headquarters in London and our operations facility in Reading, Berkshire.  Together with subcontractors, we employ over one hundred people in the UK. We are a proud member of ADS, and the London Chamber of Commerce.

John Beckner, Director, Horizon Technologies

John Beckner has been active in aerospace, both in and out of government, for more than thirty years. A California native, he worked for Rep. Robert K. Dornan (R-CA) and later worked for Rep. John Kasich (R-OH) on the House Armed Services Committee. He subsequently was Director of Aerospace Business Development for Teledyne Industries Inc. in Brussels, Belgium through 1993 when Horizon Technologies was formed.

Horizon Technologies has represented United Technologies, BAE Systems, Northrop Grumman, Lockheed Martin, Telephonics, and L3 Technologies. In 2013, Beckner managed the transition of Horizon Technologies into a tech startup company with its ground-breaking FlyingFish™ SIGINT system now sold worldwide.

Jeff Wallin, Managing Director, US Operations, Horizon Technologies

Jeff Wallin

Managing Director, US Operations

During his more than 35-year career, Mr. Wallin has held leadership positions in the military, technology companies and with charitable organizations. As a Naval Aviator with combat experience and multiple aircraft carriers and other shipboard deployments, he was a squadron commanding officer, the base commander, retiring from the U.S. Naval Reserve as a Captain. In his civilian career in both the aerospace and telecommunications industries, he has held a number of senior positions in companies with a primary focus on international business.

These include business unit, marketing management and CEO positions with two privately held and one publically traded company. Jeff has served for more than 15 years on non-profit boards serving affordable housing communities and the performing arts. He has a BS degree from Bemidji State University and completed the Stanford University Executive Institute. He currently is assigned as the Managing Director of U.S Operations at Horizon Technologies.

Gary Goodrum, Senior Vice President, Horizon Technologies

Mr. Goodrum has held a number of technical and executive level positions at several defense/aerospace companies in a career spanning 35 years. From the mid-‘70s to the mid-‘90s, he worked various technical and senior management positions for a division of Teledyne, Inc., and has held a number of key positions at the Lockheed Martin Aircraft Services and Skunk Works divisions, during the late-‘90s. From 2001 on, he has provided technical and international marketing consulting services for an elite list of top US and foreign defense companies, including Lockheed Martin, L3 Technologies, and Boeing. Mr. Goodrum currently is the Senior Vice President for Advanced Systems Development for Horizon Technologies.

Michael Ogg

Business Development

Mr. Ogg has spent more than 40 years in the aerospace industry, holding various technical and executive level positions.  He spent 35 years with Lockheed Martin Aeronautics, and was based in Europe for 30 of those 35 years.  He was the European Regional Manager for Global Sustainment, and also served as the Managing Director of the Belgian-based office of LM Aero.  His area of responsibility covered all phases of three aircraft programs (F-16, C-130 and P-3), for 9 European Countries.  He is now retired from LM Aeronautics.  He has also been a guest lecturer at various European Universities and was the Supervisor of the LM’s European university intern program with American University’s Brussels Campus. Since retirement from LM, Mr. Ogg has worked as a consultant to a number of small privately owned companies.   He graduated Magna Cum Laude from Weber State University, with a BS degree in Management with a specialty in Logistics, and also holds a BS degree in Electronics Engineering from San Diego State University.
